Purpose:
The Florida Department of Transportation (FDOT), District 2, will conduct a public hearing for proposed improvements to I-295 in Duval County, Florida.  The hearing will be held Tuesday, October 21, 2014, at the University of North Florida, Adam W. Herbert   University Center, 12000 Alumni Drive, Jacksonville,  Florida.  The hearing will  begin as an open house at 4:30 p.m. with a formal presentation at 6:30 p.m.  The proposed improvements involve I-295 East from SR 9B to J.T. Butler Boulevard.

This public hearing is being held to give interested persons an opportunity to express their views concerning the location, conceptual design, and social, economic and environmental effects of the proposed improvements and in accordance with Federal Executive Orders 11990 and 11988.  Express lanes are an innovative concept to manage traffic congestion and provide choices for motorists. Express lanes provide predictable travel times, especially  during peak travel periods. Motorists that choose to use the express lanes travel at higher speeds than those in the more congested general use lanes.  At this time, the Department is proposing the construction of express lanes on I-295 eastern beltway from SR-9B to  J.T. Butler Boulevard.  The feasibility of noise barriers is also being considered in the project area.

As of September 30, 2014, project documents will be available for review at the Southeast Regional Public Library, 10599 Deerwood Park Blvd, Jacksonville, Florida 32256.  Persons wishing to submit written statements may do so at the hearing or send them to Jim Knight at the address provided below no later than October 31, 2014.   All  statements postmarked on or before October 31, 2014, will become part of the public hearing record.
