Purpose:
The Florida Department of Transportation (FDOT) is holding this public hearing to discuss the Project Development & Environment (PD&E) Study for the I-95/Northlake Boulevard interchange in Palm Beach Gardens.
 
A PD&E Study is FDOT's process to evaluate the social, economic and environmental impacts associated with a planned transportation improvement project. The purpose of this project is to reduce congestion and enhance safety of the I-95 interchange with Northlake Boulevard.
 
The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.

Public Comment Period will immediately follow the presentation
 
Design plans and other pertinent project materials will be on display and staff will be available to discuss the project and answer questions.
 
Persons wishing to submit written statements or other exhibits, in place of or in addition to oral statements, may do so at the hearing or by sending them to Scott Thurman, PE, FDOT Project Manager, 3400 West Commercial Boulevard, Fort Lauderdale FL 33309. All exhibits or statements postmarked on or before October 6, 2017 will become part of the Public Hearing record.
 
Note: In the event that the public hearing cannot be held on September 26 due to severe weather or other unforeseen conditions, it will be held on the alternate date of October 4, 20017 at the same time and place.

Public Workshop - I-95/Oslo Road Interchange and Oslo Road Widening

Purpose:
The Florida Department of Transportation (FDOT) and our project partners are holding this workshop as an informal open house for the public to learn about proposed improvements for a new interchange at I-95 and Oslo Road (CR 606) and widening of Oslo Road in Indian River County. FDOT staff and project partners will be available to discuss the proposed improvements, answer questions and receive comments on the proposed projects. The proposed improvements include the realignment of 82nd Avenue SW (CR 609) and elimination of the 86th Avenue SW connection to Oslo Road. The purpose of these projects is to provide additional capacity to accommodate future traffic needs, improve incident response time along I-95, improve regional connectivity and travel time for area travelers and provide an additional evacuation route for area residents. The projects also complements the County’s planned vision for this area, and provide roadway improvements that are compatible with adjacent projects.
 
The new interchange at I-95 and Oslo Road project is funded for construction in FDOT Fiscal Year (FY) 2021 and the widening project is funded for construction in FDOT FY 2022.
 
The estimated construction cost for the new interchange project is $29.9 million. The estimated construction cost for the widening project is $20.1 million.
 
Proposed improvements for the New Interchange Project include:
• New Interchange with partial clover leaf ramps at I-95 and Oslo Road
• Interchange Ramp Lighting
• Widening of Oslo Road from a two-lane facility to a four-lane divided facility
• Replacement of the existing Oslo Road bridge over I-95
• Realignment of 82nd Avenue at Oslo Road
• Elimination of the 86th Avenue SW connection to Oslo Road
• New construction of 13th Street SW connecting 86th Avenue SW and 90th Avenue SW
• Other roadway improvements include drainage, signing, ITS and landscaping
Proposed improvements for the Oslo Road Widening Project include:
• Widening of Oslo Road from a two-lane facility to a four-lane divided facility
• Other improvements include drainage, signage, signalization, bike lanes and sidewalks

Florida's Community Traffic Safety Teams (CTST) are locally based groups of highway safety advocates who are committed to solving traffic safety problems through a comprehensive, multi-jurisdictional, multi-disciplinary approach. Members include local city, county, state, and occasionally federal agencies, as well as private industry representatives and local citizens.

The goal of the CTST is to reduce and improve traffic safety in our community.  By working together with interested citizens and other traffic safety advocates within our  communities, the CTST help solve local traffic safety problems related to the drivers, pedestrians, vehicle, and the roadways    We feel that by working together we can more effectively address these issues.
 
Please bring your ideas on how we as a Team can help reduce traffic crashes and fatalities.
